can not get yellow led to go solid when doing key bypass programming procedure

I am using Guide #17763  for Evo-One on 2008 Infiniti QX56 Intelligent Key and can not get past step one of the key bypass programming procedure.  The LEd's alternate between blue, yellow, and red but the LED never goes to Yellow and stays there.  What am I doing wrong?

Can take a couple minute before the yellow led flash, just wait.
