2017 f350 2 keys programing not complete

i am installing evo all in the truck ford f350. 2 keys programing , i went through all the step fine until step 9 the blue is not flashing or turn on at all then i have a flashing red light please help

What is the S/N number to the evo all?

Are both keys OEM Ford keys?
