2016 4runner. is the remote start led to be steady or blink when armed

i purchased the evo-one, flash-link and thar-one-toy1 harness.  programed the evo-one with the flash-link installed the harness and evo-one per the instruction.  the unit does nothing,  going over the instruction for the valet mode it says the red remote starter led should be flashing when armed.  it stays steady, i can turn the ingnition on and hit the button 3 times and it led goes off.   I then i cycle the key and hit the button 3 times again the light just goes steady and the remote start still does not function with the factory key.

The LED must be OFF or blinking to remote start. If the LED is constantly ON the remote start will not work.

found out the 4runner with key start needs to have a RF unit with seperate remote to have remote start capability.
