Why won't the parking lights work

Fortin calls out the A14 brow/white wire as the parking light - and shows it wired to the relay at term 85

there is no remote starter installed just the evo all with the ford T harness

When the unit is used as a Stand Alone piece, then yes, the output is for (-)parking lights. All other times, it used as a handbrake output. This could be a test for you to see if the unit produces a ground when applying the handbrake.
