2012 fj cruiser programming

I have everything wired correctly with the harness. I plug module in light stays red like it's supposed to but when I put the key to the run position it stays solid red and doesn't flash like it's supposed to

make sure your imo wires behind glove box are correct.

They are correct. Lt blue/yellow and lt blue/orange
