Evo key on 2001 expedition not programming

Question

Service no 002a02 084161. Trying to program on a 2001 expedition. Light blue is to white at pin 4, light blue/black is pin 3 which is blue. I have yellow to switched ignition. I release on red, and turn key on. Yellow light goes on. Wait 3 secs and turn off and yellow and red still light up. Turn on and off again and the lights just stay solid red and yellow.
