will my evo ride work with my 99 ford expedition

hi my name is alex. I cant seem to wire the evo ride with software level 3. after wiring the bypass module up i cant seem to get the red light to blink and am unable to program, please help

This is the evo ride hardware 3 guide:

If the module does not program, verify ignition and Rx/Tx connections.

 

Also, the module programs like a spare key, meaning If the SJB has no more empty slots for keys, it will never program.
