EVO-All solid blue light does not stay on when programming?

2012 ford focus Se with the evo all and thar-for1. When trying to program the Can bus, the solid blue light turns off as soon as I plug in the 20 pin connector, then when I turn the ignitiom on the blue light comes back on and starts blinking. Upon turning off the ingition the blue light remains blinking. What am I doing wrong?

The yellow wire from the 20 pin connector is not connected to the yellow/black wire on the tharness
